131 第一转轮经
"比丘们,具足五支的转轮王,以正法转动轮宝;那轮宝是任何身为人类的敌对有情所不能逆转的。
"哪五支呢?比丘们,在此,转轮王是知义者,知法者,知量者,知时者,知众者。比丘们,具足这五支的转轮王,以正法转动轮宝;那轮宝是任何身为人类的敌对有情所不能逆转的。
"比丘们,同样地,具足五法的如来、阿罗汉、正等觉者,以正法转动无上法轮;那法轮是任何沙门、或婆罗门、或天、或魔、或梵天、或世间任何者所不能逆转的。
"哪五法呢?比丘们,在此,如来、阿罗汉、正等觉者是知义者,知法者,知量者,知时者,知众者。比丘们,具足这五法的如来、阿罗汉、正等觉者,以正法转动无上法轮;那法轮是任何沙门、或婆罗门、或天、或魔、或梵天、或世间任何者所不能逆转的。" 第一。
132 第二转轮经
"比丘们,具足五支的转轮王的长子,以正法随转父亲所转的轮宝;那轮宝是任何身为人类的敌对有情所不能逆转的。
"哪五支呢?比丘们,在此,转轮王的长子是知义者,知法者,知量者,知时者,知众者。比丘们,具足这五支的转轮王的长子,以正法随转父亲所转的轮宝;那轮宝是任何身为人类的敌对有情所不能逆转的。
"比丘们,同样地,具足五法的舍利弗,正确地随转如来所转的无上法轮;那法轮是任何沙门、或婆罗门、或天、或魔、或梵天、或世间任何者所不能逆转的。
"哪五法呢?比丘们,在此,舍利弗是知义者,知法者,知量者,知时者,知众者。比丘们,具足这五法的舍利弗,正确地随转如来所转的无上法轮;那法轮是任何沙门、或婆罗门、或天、或魔、或梵天、或世间任何者所不能逆转的。" 第二。
133 法王经
"比丘们,即使那转轮王,如法的法王,他也不是无王而转轮的。" 如此说时,某位比丘对世尊说了这话:"大德,那么,转轮王、如法的法王,他的王是谁呢?" "比丘,是法。" 世尊说道。
"比丘,在此,转轮王、如法的法王,依止于法,恭敬法,尊重法,崇奉法,以法为旗帜,以法为标志,以法为最上主,对内众安排如法的守护保卫。
"比丘,再者,转轮王、如法的法王,依止于法,恭敬法,尊重法,崇奉法,以法为旗帜,以法为标志,以法为最上主,对追随的刹帝利们(中略)对军队,对婆罗门与居士们,对城镇与乡村的居民们,对沙门与婆罗门们,对飞禽走兽们,安排如法的守护保卫。比丘,那转轮王、如法的法王,依止于法,恭敬法,尊重法,崇奉法,以法为旗帜,以法为标志,以法为最上主,对内众安排了如法的守护保卫之后,对追随的刹帝利们,对军队,对婆罗门与居士们,对城镇与乡村的居民们,对沙门与婆罗门们,对飞禽走兽们安排了如法的守护保卫之后,以正法转动轮宝;那轮宝是任何身为人类的敌对有情所不能逆转的。

"比丘,再者,如来、阿罗汉、正等觉者,如法的法王,依止于法,恭敬法,尊重法,崇奉法,以法为旗帜,以法为标志,以法为最上主,对比丘尼们(中略)对优婆塞们(中略)对优婆夷们安排如法的守护保卫:'这样的身业应当行持,这样的身业不应当行持;这样的语业应当行持,这样的语业不应当行持;这样的意业应当行持,这样的意业不应当行持;这样的生计应当行持,这样的生计不应当行持;这样的村镇应当前往,这样的村镇不应当前往。'

“Katamehi pañcahi? Idha, bhikkhave, rājā cakkavattī atthaññū ca hoti, dhammaññū ca, mattaññū ca, kālaññū ca, parisaññū ca. Imehi kho, bhikkhave, pañcahi aṅgehi samannāgato rājā cakkavattī dhammeneva cakkaṃ pavatteti; taṃ hoti cakkaṃ appaṭivattiyaṃ kenaci manussabhūtena paccatthikena pāṇinā.

133. “Yopi so, bhikkhave, rājā cakkavattī dhammiko dhammarājā, sopi na arājakaṃ cakkaṃ vattetī”ti. Evaṃ vutte aññataro bhikkhu bhagavantaṃ etadavoca– “ko pana, bhante, rañño cakkavattissa dhammikassa dhammarañño rājā”ti? “Dhammo, bhikkhū”ti bhagavā avoca.
“Idha, bhikkhu, rājā cakkavattī dhammiko dhammarājā dhammaññeva nissāya dhammaṃ sakkaronto dhammaṃ garuṃ karonto dhammaṃ apacāyamāno dhammaddhajo dhammaketu dhammādhipateyyo dhammikaṃ rakkhāvaraṇaguttiṃ saṃvidahati antojanasmiṃ.
“Puna caparaṃ, bhikkhu, rājā cakkavattī dhammiko dhammarājā dhammaññeva nissāya dhammaṃ sakkaronto dhammaṃ garuṃ karonto dhammaṃ apacāyamāno dhammaddhajo dhammaketu dhammādhipateyyo dhammikaṃ rakkhāvaraṇaguttiṃ saṃvidahati khattiyesu anuyantesu …pe… balakāyasmiṃ brāhmaṇagahapatikesu negamajānapadesu samaṇabrāhmaṇesu migapakkhīsu.
